César Arias
Colombia’s Ministry of Finance
César Arias is director of public credit and national treasury at Colombia’s finance ministry, a position he has held since November 2018 following the election of President Iván Duque last year. Before that, Arias was director, emerging markets research at Deutsche Bank. He was also a director at Fitch Ratings Latin American Sovereign Ratings Group and worked in the research office at the International Monetary Fund’s capital markets department.

Clemente del Valle
Financiera de Desarrollo Nacional (FDN)
Clemente del Valle is president and CEO of Financiera de Desarrollo Nacional, the development bank specialising in infrastructure in Colombia. Del Valle has broad experience in public, private, and multilateral sectors. He has been director of public credit at the ministry of finance, and director-general of international trade and deputy minister of economic development at the ministry of industry and commerce. He has also worked at the World Bank and as the country’s superintendent of securities.

Richard Francis
Fitch Ratings
Richard Francis is a director in the sovereign group at Fitch Ratings and is the lead analyst covering Colombia and Venezuela, among others. Prior to joining Fitch in 2016, he held a similar role at S&P where he covered Latin American and Caribbean countries. Francis also worked at Morgan Stanley in the Latin American economics research group.

Juan Claudio Fullaondo
Scotiabank
Juan Claudio Fullaondo is a managing director and head of Latin America debt capital markets at Scotiabank. Prior to joining Scotiabank, Fullaondo was co-head of LatAm DCM at HSBC, where he oversaw local and cross-border bond operations for Mexican and other Latin American issuers. He has also worked as head of investment banking at brokerage IXE and at Serfin’s debt capital markets division.

John Guzman
White & Case
John Guzman is a partner at law firm White & Case, representing issuers and investment banks in debt and equity offerings. His extensive experience spans general securities and corporate matters, including governance and compliance. He has worked on a string of high-profile transactions in Latin America, recently representing Votorantim Particpacoes as the selling shareholder in an approximately US$11bn sale of Fibria Celulose.

Bibiana Jaimes
White & Case
Bibiana Jaimes is a partner at law firm White & Case and a member of its capital markets practice. She represents corporates and financial institutions in a wide range of finance transactions, including a US$500m subordinate perp from ColTel. Prior to joining White & Case, she worked at a Colombian firm where she practiced in a range of areas including M&A, securities offerings and project finance.

Michel Janna
Autorregulador del Mercado de Valores de Colombia (AMV)
Michel Janna is president and CEO of AMV, the self-regulating organisation for securities markets in Colombia. Prior to AMV in 2017, Janna was CFO of Cenit Transporte de Hidrocarburos, a subsidiary of Grupo Ecopetrol. He was also Colombia’s general director of public credit, and vice president of risk management and advisory for financial institutions and sovereigns at Goldman Sachs.

Joe Kogan
Scotiabank
Joe Kogan is head of emerging markets strategy at Scotiabank, advising institutional investors on fixed income investments in both sovereigns and corporates across Latin America and the Caribbean. Prior to joining Scotiabank, he was a senior strategist for emerging markets at Barclays Capital and at Lehman Brothers. He also worked as a professor at the Universidad Católica in Santiago, where he taught MBA classes.

Andrés Lozano
Colfondos
Andrés Lozano is CIO at Colfondos, a private pension fund in Colombia with US$11.2bn in assets under management. He is responsible for investment strategies across fixed income, equity, FX, derivatives and alternative asset classes in Colombia and abroad. He previously worked in the financial and treasury area at Valorem, an investment holding company at the Santo Domingo Group.

Jabar Singh
Scotiabank Colombia
Jabar Singh is vice president, wholesale banking at Scotiabank Colombia. He is responsible for the growth and strategic direction of the bank’s wholesale banking business, including corporate, commercial, real estate, capital markets, investment banking and brokerage and trust services. He has held a variety of positions since joining the bank, including head of corporate banking for Colombia.

Jorge Tabares
Empresas Públicas de Medellín (EPM)
Jorge Tabares is EVP finance, risk and investments at EPM, a Colombian utility group with operations throughout Latin America that is entirely owned by the City of Medellín. Tabares has over 13 years of experience working as an investment banker focused on capital markets and M&A. He also held roles in finance and business development at BP.

Freddy Ussa
Grupo Energía Bogotá (GEB)
Freddy Ussa is finance director at Grupo Energía Bogotá, a position he has held since November 2018. Prior to joining GEB, Ussa worked over 14 years at Siemens, where he held several senior finance positions at a variety of divisions, most recently at the energy management division.
