Several European countries are currently busy drafting new covered bonds laws or revising their existing legal regimes. The following table provided by DZ Bank gives a summary overview of the current state of play in the legislative processes that are under way and the date when the new/revised laws are expected to come into force.

ItalyThe Italian finance minister signed the statutory order authorisingApril/May
Italian covered bonds back in December 2006, and last week he
approved the long-waited liberalising regulations drafted by the
Bank of Italy. This means that once the decree has been published
in official gazette (“Gazetta Ufficiale”), private-sector banks will also
be empowered to issue covered bonds.
NorwayThe Norwegian parliament is currently debating a draft bill toMay
amend Norway’s covered bonds law. We expect the Norwegian
parliament to approve the draft revision in the next few weeks, and probably
by mid-May at the latest.
IrelandThe Irish finance minister laid his proposed revision of the Irish coveredJune
bond regime before parliament at the end of February. The draft bill was then
debated in both chambers of the Irish parliament at the end of March and sent to
the committee stage together with the proposed amendments. We expect the
Dail to approve the final version by the start of June.
SpainThe Spanish finance ministry published a draft bill to revise the legal frameworkJuly
governing cedulas issuance back in December, and then submitted a
second improved ministerial daft at the start of March. We expect the Spanish
parliament to approve the update by end of July at the latest.
DenmarkThe draft bill creating a new Danish covered bonds regime was presentedJuly
to parliament at the end of March and in all probability will become law on
schedule on 1 July
NetherlandsCovered bond legislation timetabled for end-2007. We have no further7/08
information at present.
UKFirst draft (“green paper”) of a specific UK covered bonds law scheduled7/08
for mid-May 2007, followed by a three-month consultation phase. After this the
draft bill will be presented to parliament for consideration in Fall 2007 at
the latest, and will take effect possible before the end of 2007 but more probably in
early 2008
